I think this quote is pertaining to the passing away of the North Korean Leader Kim Jong II. For those who weren't aware, he died last December 17,2011 while riding in a train and said it was due to fatigue. News said that it was only now that South Korea knew about the incident. The North Korean Leader was known to be a dictator and rumors say that his son will take over his position.
